I have a Canon Powershot SX260 and a Windows 7 laptop. How do I upload photos? I also want to avoid uploading photos that are already on my computer.

Either connect with a USB cable (one that fits the camera) or remove the Sd card and plug it into the computer (or a card reader) and copy the pictures to your computer. Place them into a new folder for the date and then go through the pictures to eliminate any duplicates of ones already on the system.
For the USB cable to work the camera has to be on and plugged into the computer and software should open to accomplish the copying. There should have been some software with the camera but if not then you could down load some off the internet to view, edit and crop your pictures.

If all else fails while trying to connect with the cable, you can try using a USB card reader. You can get card readers that will just read SD cards, CF cards, or many different kinds of cards. You take the card out of you camera and put it into the card reader. Then connect the card reader to the computer. It should show up as a mass storage device, like a flash drive.

Your camera should have come with a CD that has the software and manuals for your camera. You need to install the software on your computer before you attach the camera to your computer. Your camera needs to have software installed as well prior to downloading images. Be sure that your camera is turned off before you attach it to your PC via the cord. If your PC has a card reader, you may wish to insert your memory card there in order to download images, instead of connecting your camera. Detailed instructions for installing the software and drivers for your camera and for downloading images are in the manual for your camera, starting on page 27 in the .pdf file.
The program you download should have options that will let you select which images to download and ask you your preferences for saving your images. The Canon programs I've used allow me to choose between selecting all images or just the new ones but I haven't used your camera and can't say for certain yours will.
If you don't have the CD, go to Canon's website and search for your camera, then click on the link for the guides and manuals: http://www.usa.canon.com/cusa/consumer/products/cameras/digital_cameras/powershot_sx260_hs#BrochuresAndManuals
There's other helpful information on the Canon site as well.

Use a card reader or a usb cord. Windows 7 has Windows photo gallery. It downloads everything by date and is a nice little program that allows for minimal editing. Once set up it will only download new photos.

plug cord into camera and into computer, u should be able to upload them, and if u already have that photo on the computer it'll ask if u want to replace/copy this photo , just say NO*.
