There isn't a magic lens that takes pictures of everything perfectly! A good lens is always quite specialist, and general purpose lenses are almost always bad.
So if you tell us a price range and what you want to use it for we can tell you more.
One of the best and most versatile lenses that you can get is the Zeiss ZE Distagon 28mm f2 (28mm being standard on an APS-C), of course this is actually more expensive than the Canon equivelent, and doesn't autofocus, but it's the best lens in it's class.

Last September the British Journal of Photography recommended the Sigma 18 to 250mm as the best 'universal' lens. But as others say, it depends what you intend to do, there is no absolutely 'universal best' lens.

Since you did not specify a purpose for the lens I will say the best NON Canon lens is the Sigma 200-500mm f/2.8 http://www.bhphotovideo.com/c/product/551435-REG/Sigma_597101_200_500mm_f_2_8_EX_DG.html Well....for $28,999.00 it had better be the best lens!!!!!!
