You should research the type of digital camera you want (ie: SLR, Compact, etc). I always seem to find the best deals on Dell.com for some reason. Also, monitor Slickdeals.net with deals on really popular cameras like the Canon Rebel SLR.

Canon's relatively new PowerShot A510 and A520 cameras look pretty nice; you can probably get them for well under $250 online.
The ultracompact Panasonic Lumix DMC-LZ2K even has image stabilization built-in; this is useful when you're shooting with a shaky hand or when using slow-shutter mode without a tripod.
In terms of image quality, Canon seems to provide the best in the budget category. I've owned (and known many friends who have owned) budget Kodak cameras, and not a single one of them was faulty in image quality.
