Can you fix a blurred picture?

This picture is not from a digital camera, but it is a very memorable picture. However, it is really blurry. I know that there are image corrections programs and application, but I wanted to know if I could 'unblur' this picture. Is it possible?

I think picture once made as almost forever. The chance to restore a blurry picture either to pay a photo artist to add color or repaint the picture to make look better or almost look like new. I think ther are photo artists (usually they have business to make pictures by traditional cameras and lighting equipment) in China and may be still a few in Hong Kong. They can restore your picture for as little as equivalent to less than twenty US dollars and you can pick it up in the next day. The alternative mathod is to reproduce the almost same one by using a digital camera. As times go fast, it is impossible for you to recapture the past event by using the same camera. You can try to dress the same and make your picture with your memorable person or animal or thing once more.

If the blur is minor, you can play with it in Photoshop. I find that increasing the image size by 400% (using the bucubic smoother setting,) then sharpen, then reduce to the original size helps. It's not as good as a crisp original - but better than the orginal blurry image.

You could make it less blurry looking, but you can't unblur a photo and get what was never in the original.

I think it is almost impossible. Maybe if you take it to a professional.
